Description:
Reduces wearing of vehicles and tools.
So you can do more work with less wearing.
Age and operating time is still incorporated.
Reduction depends on the "economy" difficulty level.
Easy -> 20% wearout
Normal -> 35% wearout
Hard -> 50% wearout
